Hi,
what exactly is your problem? Do you just want to create an ISO9660?
Use any winXX burning program you want (besides Feurio which does only
audio) -- it will generate an ISO9660, even with Joliet extension for long
file names.
If you want the RockRidge Extension so it will be readable with access
rights and long filenames under other Operating systems, I'm not sure
which can.
mkisofs definitely can. It is distributed with cdrecord which is available
for windows as well as a lot of *NIX systems.
Since this is open source, you are able to get the source code of a fully
functional ISO9660 Filesystem creating program.
