The Schily makefile system has a rule to first create the target dir if
missing and then using the Schily install-sh to copy the file to newdir/file.

Maybe one problem is that people who are writing their own makefiles
- from scratch and again for every new project - will not eliminate such mistakes
which may easily be fixed if you use a structured system like the schily makefile
system. If you encounter a problem in a structured system, you just fix the
only place where the bug is located and all users of the code will use
the new better code.
