Mmmm there is no errno code that is called (Improper access to device) 

Please check what errno you are getting.

I see no reason, why this should be a gcc related problem.

It seems rather to be a problem with the Linux kernel (either drivers or 
configuration).

Try to call 

strace cdrecord -scanbus

to see what happens.
