On a nomal MS system - no because you need a complete TCP/IP stack.

On Cygwin, in theory: jes.

You need to have a working inetd and in.rshd.
Inetd is new to Cygwin and I had no time to test.
I installed (due to lack of time) cygwin 2 weeks ago.
