The reason for this change request is that sometimes one needs to use a
different location than the system default, just like INS_BASE. Some
runtime configuration files needed by a program may also need to be
changed, hence this change request.

As /etc/default is a local file system, one copy of the default file
is needed for each node in the network. While the set of available
CD-R devices differs for each host in the network, the set of rscsi
devices will be constant.
