Sure... I just downloaded the source.  I presume 
ftp://ftp.fokus.gmd.de/pub/unix/star/alpha/star-1.4a08-
sspm.tar.gz is the latest version.  I am right?

Perhaps I am ignorant, but I always assumed GNU tar _was_ 
standards complaint.  Could you send me a link to the standard 
you have in mind?
