Could you send me a link to the standard >you have in mind? As long as it has been called PD tar or SUG tar, it was standard compliant and implemented a subset of the standard. After it has been adopted by FSF and called GNU tar it became nonstandard because of the changes people from FSF applied to the source. This was around 1989.
