I'll add that the procedure in the HOWTO covers creating a standard
VCD, not necessarily the highest quality (SVCD) that you can create.

Also keep in mind that many dvd players will not read a cd-r disc!  If you
have one that plays mp3 discs or specifically says "supports cd-r", it
should work fine.

I have already seen several DVD players that won't play cd-r VCD's even
though they do support VCD's.
