This site is great for newbies with Divx, Mpeg, VCDs,
etc. Lots of hand holding and step by step
instructions for creating, editing, and ripping. Most
of the programs it uses are all Windows based though,
that could be good or bad depending on your point of
view. The site is www.vcdhelp.com. 

You should note that not all DVD players support VCD
discs, in addition to that not all DVD players support
CD-R or CD-RW discs. So be sure your player supports
both CD-R and VCD. You have to check your player's
documentation to see. Most low end players I've seen
don't support CD-Rs.
