January 28, 2009 Dear CEDA Colleagues, It is my pleasure to invite you to attend the 2009 CEDA National Debate Tournament at Idaho State University, March 20-24, 2009. The forms needed to enter the national tournament are available at www.cedadebate.org. Updated information, directions, and events at the tournament will also be available at the above website.
Please note that the following items are required for your entry to the national tournament. 1. 2008-2009 CEDA dues must be paid to enter the tournament. You may pay dues at the tournament if you have not pre-paid. You may also pay through the website. 2. Entries with eligibility forms must be postmarked by March 6th, (March 12th, 2009 for late entrants). 3. Your eligibility forms must be sent by certified mail names AND entered on-line. 4. Your entry will only be considered complete if it includes: a. A completed entry with team member names listed on the Bruschke website by the deadline, b. A check for the correct amount made payable to CEDA, or payment via CC through the website. c. Official stamp from your university registrar verifying student status, (Start this process early as it may take longer than you think.) d. A completed on-line entry at: http://debateresults.com e. Judging philosophy forms must be entered on http://debateresults.com for all judges, f. Judge preemption information, g. Student and judge demographic information entered on the Bruschke site, h. The cell phone numbers of all judges (there will soon be a link on the website to enter this information). i. ADA information should be noted in the entry process (a link may soon be available on the website) Number of Teams: We anticipate being able to accommodate all of your teams. Tournament Hotel: Red Lion Hotel Pocatello 1555 Pocatello Creek Road 208-233-2200 All participants are encouraged to stay at the Red Lion. Pre-Tournament functions, receptions, the first awards assembly and elimination rounds will occur at the Red Lion Hotel. Rooms are $79.95 per night for 2 Double Beds or 1 King Bed Non-Smoking. The hotel has graciously offered to extend this rate to anyone coming in up to 2 days before the 20th (registration day) and/or 2 days after the final event on the 24th (final elimination day). The Red Lion Hotel Pocatello is conveniently located in the heart of Pocatello, Southeast Idaho’s regional center for shopping, education, medical care and cultural activities. Golf, water sports, skiing, snowmobiling, casino gambling and bingo are just some of the activities to enjoy while in the area. Hotel Amenities include a restaurant, lounge, free parking, free airport shuttle (Pocatello airport), business center, free high speed internet, whirlpool/spa and fitness facility. The overflow hotel for CEDA Nationals is the Holiday Inn in Pocatello. 1399 Bench Road, Pocatello 208-282-3155 The Holiday Inn is a short walk (3-5 minutes) from the Red Lion. While no official tournament events are taking place at the Holiday Inn, they have blocked a number of rooms for CEDA at the rate of $73.00 per night for 2 Queen Beds or 1 King Bed from 1-4 students. The Holiday Inn houses and restaurant and lounge, provides free parking, free wireless internet, a fitness facility, a pool & hot tub. You may make reservations at the Holiday Inn by calling 208-282-3155. Ask for the CEDA room block. Food: There are a number of convenient dining options near both the ISU campus and the hotels. Sarah has put together a dining list which will be posted shortly. Check out the google maps that are included. Car Rental: The major car rental agencies are available at the Salt Lake City airport. Idaho State will provide a shuttle bus service from the hotel to the competition sites during the tournament and return shuttles in the evenings. Additionally, CEDA is working to secure potential shuttles from SLC to Pocatello to reduce the need for rental vehicles for all participants. Air Travel: Flying in to Salt Lake City would likely be your best bet. They have all the major carriers and discount airlines (Southwest and Jet Blue). The drive between Salt Lake City and Pocatello is relatively quick (about 2 hours and 30 minutes) and is a straight shot on Interstate Highway. The drive from the Salt Lake Airport is about the time it takes to change planes and fly directly into Pocatello. Tournament Rules and Procedures: Eligibility: Participating schools must be members of CEDA at the time of registration. Each debate team entered in this tournament must consist of two students, each of whom presents one constructive speech and one rebuttal speech. Unless otherwise provided dispensation by the CEDA Executive Council, the term "students" is defined as "officially enrolled undergraduate students in good standing at the college or university they represent in competition." Tournament contestants must not have competed for more than the maximum of five different, not necessarily consecutive, academic years. Participation in other forms of post-secondary debate will factor into eligibility calculation when conditions in subsequent subsections are met. Three-person teams and one-person teams will notof the tournament. Students may participate in no more than four CEDA National Tournaments. A stamped Registrar Seal from the student's school must verify that each student is registered for the Spring 2009 term. See the CEDA Constitution and Bylaws if you have eligibility questions. Entries: Each member school may enter teams provided the conditions are met in the cover letter of this invitation. The practice of entering hybrid school teams is allowed. Teams may be composed of two students from different member schools, as long as the judging requirements are met. A mixed team must be entered on the entry blank of BOTH schools, with the school identification of each student clearly indicated. Entry Procedures: No phone or email entries will be accepted. Entries must be completed on-line at http://debateresults.com AND eligibility forms must be sent through Certified Mail. Certified Mail must be postmarked by March 6th, 2009 (March 12th for late entries). You should not assume your entry has arrived until you receive an email or fax confirmation. Changes, including drops or name changes, will be accepted by phone or email. If you make a name change after you mail in the registration, you are required to supply a stamped registrar's seal verifying that each changed name student is enrolled for Spring 2009 term before the end of check-in registration. To make a change in your entry call Darren Elliott at 316-214-9502 or email at [email protected]. DO NOT GIVE CHANGES TO ANYONE EXCEPT DARREN ELLIOTT. Your registration is not complete until you complete the check-in registration on March 20th. You will not be entered into the tournament if you do not complete check-in registration during the designated time for registration. If travel delays beyond your control occur, please see the tabroom staff as soon as you reach the tournament to verify your entry and judging preferences. FEES: Entry fees will be assessed at $120.00 per team. Judging fees will be assessed at $120.00 per uncovered two-person unit. Host fees will be assessed at $40.00 per school. Checks must be made payable to CEDA. Payment may also be made online through the website. As soon as it can be enabled, we will begin accepting payments by credit card. Please follow the instructions at the website. All entries made by March 6th, 2009 will pay the above charges. Entries will be accepted until Thursday March 12th, 2009, but entries made after March 6th, 2009 will incur a $25 late charge added to each of the above stated fees. NO registrations will be accepted after March 12th. If your fees are not paid in full by the time of awards, your school will not be eligible to receive sweepstakes trophies or advance in elimination rounds. Changes, including drops or name changes, will be accepted by phone or email. If you make a name change after you mail in the registration, you are required to supply a stamped registrar's seal verifying that each changed name student is enrolled for the Spring 2009 term before the end of check-in registration. Equipment: Students using AV equipment in their debate rounds are asked to transport their own equipment. We cannot guarantee any debate team will be placed in a room with available AV equipment. Divisions: Competition will be held in one division. This division is open to all eligible debaters. All debates will operate on a 9-3-6 model with 10 minutes per team for preparation. There will be a separate elimination round bracket for teams comprised of 2 Novices and declaring during the registration, their intent to participate in the Novice elims should they qualify. Judging Requirements: Each school is responsible for providing one qualified judge for the first two teams entered. If more than two teams are entered, the school must either provide additional qualified judges or pay a judging fee of $120.00 per uncovered team. In order to assure the best judging pool possible, ALL JUDGES ARE COMMITTED FOR A MINIMUM OF FOUR PRELIMINA(Quarterfinal Round in Novice bracket), whether or not their teams break to elimination rounds. If any team from a school breaks to elimination rounds, all judges from that school are committed to judge one round beyond the elimination of the school from competition. I would also be very grateful to any judge who would be willing to donate extra rounds. One of the largest expenses in running the tournament is hiring judges. Judging Practices: All judges must render a decision in each assigned round. One team must win and the opposing team must lose. Speaker points on a range of 0 - 30 must be assigned to each speaker. The smallest speaker point increment the tab room will count will be .5. Judging Philosophies: All judges must provide a judging philosophy statement or they cannot judge. Philosophy statements from all judges for a school must accompany the school's entry and be entered electronically on http://debateresults.com. Judging Assignment Procedure and Preference Forms: Assignment of judges will be done according to a mutual preference system from an available pool of critics. More details on the precise methodology will follow. Judges failing to pick up an assigned ballot will be assessed a $30.00 fee. This fee will need to be paid to the Treasurer prior to the Awards Assembly. Any ballot not picked up in rounds occurring after the Awards Ceremony, will also result in a $30.00 fee, billed to the school for whom the judge represents. Preference forms turned in before 3:00 PM Friday will be honored for the whole tournament. Forms turned in after the 3:00 PM deadline but before the beginning of Round 1 will be honored in all rounds after Round 3. No forms will be accepted after the start of Round 1. Beginning with the octofinal round until the semifinal round, we will also supply strike cards consisting of five critics selected by the mutual preference system. Each team will be allowed to strike one critic to determine the final panel of judges. To assure that judges are assigned fairly, it will be the obligation of coaches, judges, and contestants to indicate any conflicts on the entry form. We urge judges to avoid the appearance of impropriety by excusing themselves from hearing teams with whom they have recent close association or imminent future associations. Associations include judging and traveling with a team, coaching a member of a team, being a recent graduate of that school, being romantically involved with member(s) of the team, etc. Judges should also excuse themselves from judging teams from schools at which they are planning to coach next year. Statement on Discrimination and Sexual Harassment/Statement on Ethical Principles: The Cross Examination Debate Association is dedicated to the principle of free expression and the exploration of ideas in an atmosphere of civility and mutual respect. Related to this principle is the belief that all members of this community will have access to CEDA debate activities without regard to race, creed, age, sex, national origin, sexual orientation, or non-disqualifying handicap. In keeping with these principles, the CEDA National Tournament will abide by the guidelines and procedures of CEDA's Statement on Discrimination and Sexual Harassment and the CEDA Statement of Ethical Principles. Please inform your students that a Sexual Harassment Officer will be available to hear any complaints at the tournament. Americans with Disabilities Act of 1990: The CEDA National Tournament will make reasonable accommodations for all qualified tournament participants. The name of individuals and the nature of the accommodation requested should be noted in the registration process. Tobacco, Alcohol and Illegal Substances Policy: There will be no smoking, alcohol consumption or use of illegal substances in any competition at the 2009 CEDA National Tournament. Individuals violating this rule should expect to be asked to leave the tournament. We ask that all Directors of Forensics, coaches, and judges communicate this expectation to student competitors. Matching: will be power matched based on the records from all previous rounds. Rounds 3 and 5 will be high-high; the rest will be high-low within win-loss brackets. Elimination Rounds: Teams will break to elimination rounds and be placed in bracket order based on the following formula: win/loss record, adjusted team speaker points dropping the highest and lowest rounds, total team speaker points, double high/low, and strength of schedule. Brackets will not be broken in elimination rounds should two teams from the same school be scheduled to meet each other. Mixed-team schools will be granted "same team" status for matching purposes. In the event that two teams from the same school are scheduled to debate in the elimination rounds, the school involved must indicate to the tournament director which team will advance at the beginning of that round. Novice Break Out Elimination Rounds: As per the mission of the Cross Examination Debate Association, and recognizing the importance of Novice members of our community, the 2009 CEDA National Tournament will offer an additional Elimination Round bracket for teams comprised of 2 Novices as per the CEDA definition. The size of the bracket will be determined by the number of eligible Novice entries, but is expected to be at the Quarter-Final level. The Novice Breakout Bracket is expected to begin it's Quarter-Finals during the Double Octo-Finals round of the National Tournament, with its conclusion during the Quarter-Finals round of the National Tournament. All judges are obligated through the Double Octos of the National Tournament. When you mail your registration materials, you must indicate any teams comprised of 2 Novice debaters who would like to be considered for the Novice Breakout Bracket. Judge preferences will be in effect for the Novice Breakout Bracket, with explicit instructions to the tab room staff, to first place judges in the National Championship Bracket rounds, then to place judges in the Novice Breakout Bracket rounds. Teams qualifying for elimination rounds in the National Championship Bracket, will not be eligible to enter the Novice Breakout Bracket. Awards: Awards will be presented to all elimination round participants and to the top twenty speakers in the preliminary rounds. Sweepstakes awards will be presented as that information becomes available. Regional awards not already presented will be mailed to recipients at the conclusion of the National Tournament.
