Yeah, I don't know why, but it is hard to find Portuguese people 
involved in *developing* free software, but finding
Linux lovers is pretty easy, go figure.

More or less, yes.  The arm-wince-mingw32ce toolchain is an UNofficial 
MinGW derivate, tweaked, twisted and extended
to produce WinCE binaries.  It is the MinGW for Windows CE.  On the 
other hand, the cegcc toolchain is a very very
distant far away cousin of cygwin for Windows CE. The cegcc's basic idea 
was to extend coredll.dll's poor libc support with newlib.
Historically, you can think of it as a derivative of the well known 
Mamaich's toolchain.

That FFMpeg --enable-mingwce switch was originally made to work with 
another older, predating ours, MinGW on Windows CE effort.
It is commonly called the VLC mingwce as it is homed at the VLC homepage.

I understand this is confusing for new comers, especially the CeGCC 
project has two toolchains - CeGCC and MinGW32ce.
We really need to put more info at the front page.  Plus, the 
sourceforge's mailing list archives have been somewhat flaky
for a few months now, so that doesn't help either.
