from under the "Information" drop-down and putting it as a big splash
right there on the home page?

Good point Bill. Maybe these issues just need splitting up into individual FAQs and adding to that section. And if the answer requires much more than a couple of sentences then a separate page can be created and linked to provide a more in depth answer.
