You need to set higher priority for ceph repo, check "ceph-deploy with
--release (--stable) for dumpling?" thread.

So, ceph-deploy set up emperor repositories in
/etc/apt/sources.list.d/ceph.list and then didn't use them?
If that is what happened, then why 0.80.1 and not 0.80.5?
