Just as a matter of point, we produced a multi-lingual site in CF a year or
so ago - it shouldn't matter which language the display is to be, as it's
just data coming from a database
As long as their database is built properly, it shouldn't matter which
server software you use - although CF did have problems with UNICODE
characters, I don't think 4.5.1 has the same limitations
