IPs for debugging can be set and unset with a session variable timing out

Does sandbox security in CF Enterprise confine debugging IP's to only a
certain web site or are they always server-wide?  I've only run CF
Professional, which is why I ask.  If the debugging IP addresses are
server-wide, as with CF Pro, then this would be a _very_ dangerous thing to
allow in a shared environment.  Imagine Joe Developer dials in from home
through Earthlink to do a bit of work on a site.  He enables the dial-up IP
address of his local POP, then never toggles (removes) that IP.  Every
caller assigned that IP address would now be able to view debugging info for
_every_ site on the machine.

Which brings up a question I've always had regarding shared CF hosting...
Although CF Enterprise is the only package that's really safe in a shared
environment, because of the sandbox security, how can web hosts actually
afford to purchase a license of Enterprise (at $4300+) for every server?
The numbers just don't add up, especially for cheap (say $30 and under)
hosting.  Of course, you could cut corners and run CF Pro.  But without
sandbox security, that could be a nightmare.
