Absurd: Ridiculously incongruous or unreasonable.

By that standard, the 1997 Kyoto protocol was indeed absurd.

In the U.S., Clinton would not even submit the treaty to the Senate for 
ratification. Kyoto's most prominent U.S. backer, Al Gore, studiously 
avoided any mention of Kyoto during his campaign for president. Not a 
single EU signatory actually ratified Kyoto, even though the Kyoto accord 
was largely the result of EU-based enviros.

And all of this could be and *was* predicted by many political observers at 
the birth of the Kyoto agreement. Without commenting the contents of Kyoto, 
any treaty this unsuccessful could only be called absurd.

Certainly, one cannot say that George Bush "pulled out" of Kyoto. The U.S. 
was never *in* Kyoto. Bush simply commented upon the obvious.
