I know Netscape can do this with signed scripts. A long time ago (and in a
place far, far away), I developer a combo JavaScript/ColdFusion site that
allowed you to drag drop files and folders onto Netscape. The signed
JavaScript would upload (and correctly handle N-nested folders) all
files/folders to the remote system. The CF app in the background took care
of the files. (I don't remember what it was doing, some kind of a project
management type app.)

I can say that I'd rather work with sadistic, satanic fire breathing ants
than signed scripts in Netscape. It was Hell. No, Hell would be a lovely
vacation compared to what this was. The actual technology is pretty simple,
but there were issues with the security system that took us forever to get
around (and what is sad is at the time, the company I worked with was pretty
chummy with Netscape, but no one there really knew what was wrong either).
