They say he used the university's bandwidth, which has a cost attached to it, 
illegally and for his own and non university
purposes.

so they charging him for the bandwidth he 'stole' essentially from what i read about 
the case before.

Its all a pack of sh** by people that clearly don't have a clue.

But sadly they might have legal grounds to do what they're doing if they frame it as 
theft and misuse.
Plus, it could be an attempt to truly set a precedent here and thus open the 
floodgates to start charging for stuff on per
use basis etc.

But see above..its really because some administrative jackass didn't have a clue.And 
the law being an ass the poor guy might
really get sent to jail.
