Actually, network bandwidth use of most of the distributed projects is
minimal, but it IS a resource and there's an associated cost.  Same with
use of the computers, electricity, associated cooling.  All pretty
minor.  It's the UNAUTHORIZED use of state resources that pissed someone
off.

Imagine you administer a network of 1000 computers for Acme, Inc. and
some "white hat" hacker infiltrates your network and installs some
distributed project working on a cure for cancer.  All he's decided to
do is use every one of your computers when the secretaries and
accountants go home at 5PM.

When you discover this has been happening, won't it give you a nice,
warm, fuzzy feeling knowing that you've been contributing to the
betterment of mankind?  Yeah, right.
