is trying to kill the process. You can only kill processes belonging to
you. If you're in as administrator and it still won't kill, it's not
permissions.
Also, if the process was started by scheduler, it has to be killed by
scheduler.
I use ADPlus, but I do a lot of .NET in addition to the Cold Fusion stuff,
so I've found it a handy tool.
