I don't know what the licensing for mp3 is, but you can use wma for free.  Use the Windows Media Encoder (http://www.microsoft.com/windowsmedia).

  Subject: MP3 Licensing...

I've been doing research into sound formats and such.  Is it true that
mp3 must be licensed for commercial applications (including games)?  Is
there any policing of the licensing policies?

    Anyone know anything about this?

Is there a way to get Flash to support Ogg Vorbis?
