If they "decide" that Bin Laden is responsible, without being 110% certain, then I fear a lot of other countries will step in and denounce the action taken by the US. He may have tried in the past, but there are no guarantees this wasn't a completely unrelated incident, like Oklahoma. I'm not making excuses for Bin Laden, I just believe that the finger can't be pointed based on assumptions. There could be any number of groups responsible... A country cannot be destroyed, and innocent lives lost, without knowing who committed this atrocious act. Personally, I think the US should keep fingers off the triggers until they know EXACTLY who is responsible, and then deal with them accordingly. If you walk in and avenge this act out of anger then it is going to reflect badly on the US, and you are opening up for an escalating situation of revenge for the revenge.
