the IP numbers if the primary and secondry DNS servers the ISP
recommends and manually enter them in the router configuration. If
this does not speed up the browsing, then also enter them in the
TCP/IP settings on each computer as well. Some experimentation can
be done here.

the router, disregarding the same behaviour at the neighbour's, has he tried
shutting the router down and then restarting it? Also does he have all
critical windows updates installed?
