The initial setup of taxes was to be that the States would pay to the
Federal government based on the population of the states, hence the 3/5ths
compromise for the census.
The states would be required to tax the individuals and then pay the
portion
to the federal government. Problem was the states never taxed the people
enough and never were able to pay the feds the amount they owed, so in
1909
Congress and the states ratified the 16th Amendment, allowing the congress
to directly levy taxes against individuals.
Now some will argue that this amendment is not valid, it passed with only
the minimal number of states required to ratify it, and many claim that
the
Kentucky ratification was forged, and this the 16th amendment is not
valid,
but you don't see me not paying my income tax.

I also heard that INCOME taxes were not intially intended for citizens of
the US and that constitutionally, we're not required to pay income taxes.
