2000 they curtailed heroin exports at the request of the UN, but when
they did not get the concessions and aid they demanded in exchange
they began to open the floodgates.
At the same time people have to eat, and as far as they are concerned
it does not impact on them only outsiders to their clan or tribe. I do
not condone this, I am only trying to understand their attitudes.
