That's different from what I am experiencing.  Just for fun, I played with what would happen if I moved the "Task Bar."  And I can apparently place the task bar in eight separate locations between my two monitors.  It can be placed on the bottom, top, left or right of either monitor which are set up as side by side.  This allows the rather odd condition where I can put the task bar in the middle of my display either on the right of the left monitor or vice-a-versa.

This is on a Window's 2000 server workstation which is probably an important factor.

It all depends on how you stack the virtual desktops.

If they are "stacked", one atop the other, the taskbar runs along the (bottom?) one.
If they are "side-by-side", the taskbar runs across the (bottom?) of both.

The behavior will change as you move the taskbar to left/right/top/bottom.
