My first guess, yeah I Googled it - so what, is it's a Congressional minority Democratic Party Memo on how they plan to make their opinions known on the way the "Senior Administration" handled the intelligence and information leading up to the war in Iraq; in case of the Congressional Majority tries to suppress their views.
