I agree, and i think it's because it is on the international scene, especially as it relates to US military actions abroad, that the US President excerts his most powerful and apparent influence. While only Congress can declare war, by a mere nodding of his head the President can kill an awful lot of people in an awfully short amount of time.  

People know that, and accordingly base a large part of their judgement for the president on his actions in this area. After all, the Economy may suck, but a lot things influenced that....however, the 900+ US soldiers dead in Iraq are a direct result of Prez Bush nodding his head.

  Wilson, Teddy, FDR, Reagan) all had a scenario where each men demonstrated
  great international politics.  Perhaps the only exceptions being Washington
  and Lincoln.  This does not bode well for Bush, whose administration's
  international relationships can be called turbulent at best.
