Again it's an issue of evidence.  Destruction of evidence leaves evidence.
If you had a meth lab in your basement you truly couldn't get rid of
everything in a short period of time - you could try, but forensic science
would catch you.

By the same token if you had truly threatening weapons programs, weapons
programs like we were told they had, then some evidence would still exist.
You can't just "throw away" nuclear material or the reports tons of Anthrax.
