Interesting, Belfast, Northern Ireland has an very very low rate of crime.
The paramilitary groups take on a civic vigilante role kick butt (aka
shotgun to the kneecaps for selling "hard" drugs).
When I studied there, I'd never heard of a mugging or petty crimes.
The worst I heard of was kids stealing cars for joyriding.
But then again, there's a hug number of police per capita so I'm sure that's
a part of it.

This is perhaps a bit off topic, but can you elaborate more on this? I
had never heard this before - is there anything in particular the
Israelis do promote a (virtually) crime free society? Are punishments
for crimes very severe?
