senate, the more likely you are to miss votes.
This is due to realizing their vote doesn't really count unless it is a
close vote. They are often in the building, just down the hall from the
vote, but don't regard "piling on" important on most votes.
The question becomes an issue during tight reelection campaigns, and is an
issue for first or second term reps.
I would check the close votes (within 10) and see which were missed. Those
are the ones that are legitimate for complaint, in my mind.
