required or not, but to ascertain whether or not Sadaam had WMD. He was
unable to do that because of Sadaam's game playing.
Therefore, his opinion/statement after the fact, after no WMD's have been
found is revising not only the facts known at the time of the invasion but
also revising his role, which he was unable to complete, to deciding if war
was justified.

Yes, it makes sense that HE would say it, but what he says does not make
any
sense on its own merits. Especially since Blix said that they
specifically
were not complying with the requirements as stated by the United
Nations.
