I do know it is (or at least was) possible but expensive to ship a cat
by air cargo, looked into it once. Don't remember the details, sorry.
To join those who are second-guessing your doctor for a moment... I
take it she's been tested and you know she is allergic to the cat?

If it was me, I'd try. This is my daughter. She is waking up at night
unable to breathe. The cat may NOT be the problem, but frankly I care
a lot more about my duaghter. Plus, the cat is staying in the family,
so I know she will be well taken care of.
