K, IANAL either. However, look at that exception. It looks minimal
because it starts with "only if" but....

only if the release of the alien will

Personally, I could make that apply to anyone at all that I felt like
keeping in detention. And I am not especially devious. Any person??
C'mon :P

Ok, I'm no lawyer but it looks like this is what I
said. It could take awhile to get deported.

who has not been removed under section 241(a)(1)(A):

http://uscis.gov/lpBin/lpext.dll/inserts/slb/slb-1/slb-22/slb-5640?f=templates&fn=document-frame.htm#slb-act241a1a

Attorney General shall remove the alien from the
United States within a period of 90 days

here's C:
Suspension of period.-The removal period shall be
extended beyond a period of 90 days and the alien may
remain in detention during such extended period if the
alien fails or refuses to make timely application in
good faith for travel or other documents necessary to
the alien's departure or conspires or acts to prevent
the alien's removal subject to an order of removal.
