My problem is that when you give humans impersonal devices they do bad
things with them, like invade people's privacy. Offhand, I don't know
necessarily how these cameras in particular would be used to do that,
but not knowing doesn't make me want to wholeheartedly endorse them.
My answer to fewer jerks running red lights is to encourage an
environment with fewer cars in general: better public transportation
and more teleworking. Not everyone will agree with me of course. :)
