Scrolls Construction Set? Also, how do you give it to your character
after you finished making it ?
I just got the game so I have no idea what I'm doing. It sure is fun though.

You can actually just learn the Levitate spell yourself, or enchant a
belt with a powerful levitate spell yourself. You can also visit the
temple shrine in Vivec (outside just outside the Ministry of Truth) and
DOnate a Rising Force Potion to the shrine (CLick on the shrine and
click Yes with at least one rising force potion in your inventory) and
this grants you Levitate 100 for..well..at least 10 minutes or so.
Making your own item enables you to switch the effect on and off at will
simply by taking the item off or putting it on.
