What kind of character are you playing !?
I'm a Redguard Female Crusader. And you just must get an enchanted
skirt...ANY enchanted skirt, just to see how it looks.

This was nearing the end of the main quest. I have a Shield 10 on me
that gives the purple circle.
And this is a little further on, I've ditched the Ebony armor for an
enchanted Glass Cuirass.
The Sword is Hopesfire, 50-75 slashing damage and +30 Shock Damage.
My character convinced an Ordinator to give her parts of his armor ;-P.
