Not quite. In that move Arnold HAD been president, but was not CURRENTLY the president. The line given by Sandra's character was someting like "I looked it up in the Swartzeneger(sp) Presidential Library" So, Arnold had been president, but it was before the time setting of the movie. It happend while the Stallone character was frozen.
