Because if they play it right, they can make a killer deal :-)
You remember the deal that was struck between several sponsors and North Korea to buy CANDU reactors that didn't require enriched uranium? Such a deal is easily several bilion dollar and has the advantage of being proven technology that can be in production much faster te whatever Iran is trying to do. If they play it right at some point some oil state will offer to sponsor that for Iran.
