Preparedness drills have been taking place for hundreds of years. Militia drills on the Boston Commons, fire bucket brigade drills at town fairs, fire alarms at school.
As a boy scout (1975-1983) I participated in a number of these for flooding, plane crashes, power outages at hospitals, nuclear power plant disasters, or whatever happened to be the next big thing in preparedness.
The drills tend to focus on the last big disaster, since it is a lot easier to point to an actual event to get people motivated, but the skills are useful for any similar disaster in the future.
The most interesting recent example for me was Portland OR's city evacuation plans in case Mt Hood suddenly erupted as an active volcano. It would have NEVER occurred to me to worry about lava flow affecting evacuation routes.
I think it is a very good idea to keep the first responders in practice.

I agree. This is just another perfect example of how Paranoid
Americans are. Pre 9/11 Americans were like little kids; Invencible,
Undestrcutable, untouched, now Amaerica is paranoid. I am not saying
nothing else will ever happen but having cute little Moch Sessions
only feed the fear in my opinion and don't prepare for future events.
We need to Learn from our past. Face the destruction, mayhem, and
idocy that lead up to the events of 9/11 and happened afterwards and
do something about it. Amaericans in general all need to take a long
hard look at Society and ask "What the hell has happened to us?" Or
maybe more importantly "What can I do to help change where our society
is heading?" the most important part of that question is a single
letter, "I". Don't pass the blame or pass the responsibility off to
someone else take control.
