The complaint was because the film is intended to be played on BROADCAST television, and the affiliates are being ORDERED to play it by the head office. This seems to violate FCC rules and maybe election laws.
If Fahrenheit 9/11 were being broadcast on TV before the election, and local affiliates were being forced to broadcast it, I would bitch just as loud.

I just heard that the FCC denied Democratic Congress people attempt to have
them block release of a documentary on Kerry's Vietnam record. It is
scheduled to be release real soon -- before the election.
Why would anyone complain who didn't complain about 9/11? Turn-about has
always been fair play. Something along the lines of those in glass houses
should not throw rocks.
