I would describe it as 'protect their own position'. The people who wrote that report are intelligence professionals, and when Bush publicly doubted their work they backed it up with some quotes that came true from a previous report.
Nothing new, not related with a desire to see somebody fail and so predictable Bush should have seen it comming and should have thought twice before calling it 'just guessing'.

If anything, an extra warning "pay attention, we were right before" is just what an Administration that ignored previous correct predictions needs. We may not like the way in which this warning was delivered, but it is in everybodies best interest if unfavourable predictions are not swept under the carpet but acted upon.
