The problem was that without Sadaam's cooperation, we could never be sure. If
he had cooperated, he would still be abusing his people today. We'd have UN
monitors watching things and arguments back and forth, and Bush would probably
be ahead in the polls and the election basically over.
If we were following Kerry's course, we'd still have several hundred thousand
troops parked somewhere in the middle-east. Because the minute they left,
Sadaam would be back to his old self. And while we were parked there, I don't
expect France, Germany or Russia would be volunteering to replace a chunk of
our folks or fund our deployment. Same scenario as before with Bush way ahead
and the election basically over.

In your first paragraph it really is not clear to me.. the first "he"
is Saddam and the others are Bush, right? Maybe I am just tired. I
really did not mean to be insulting. But I submit to you that a
prudent person would have made sure.
