Pull the sanctions - they haven't done anything. Give the Cubans a
full taste of trade and capitalism; that will trigger the next step.

This reminds me of an old Cuban joke:

A woman gets engaged to man and brings him home to meet her family.
The family asks what he does for a living and the woman interrupts and
says with pride, "He's a bellboy at the hotel." The family ohhhs and
ahhhs. Later, in a private moment, the man asks his fiance, "why did
you tell your family I was a bellboy?" The women replies, "because I
didn't want them to find out that you're just a brain surgeon."

This is funny to Cubans because a Bellboy has access to tips - tips
are in foreign currency such as dollars, and foreign currency is
extremely valuable. Whereas a Cuban brain surgeon will make a modest
salary paid in Cuban currency.
