They won't, replacing one American with another one won't do that. Substantial changes to the balance of power in Iraq, i.e. the US relinquishing its control to the UN, might do that. But in January there will have been elections in Iraq and I doubt the new Iraqi government will request more troops. On the contrary, they will probably be forced to act on their election promises and ask foreign troops to leave, what all foreign troops have already agreed to.
