For what it's worth (and not to pretend to a power for postconnition) but my feeling is that Sam would probably be correct in most the assumptions he made there.
I still claim that Kerry didn't intimate (and has later clarified the issue so that we know he didn't) that those countries would need to give any kind of permission for American action. But it's a good bet that those countries, while being unable to challenge the action reasonably would have still failed to fully support it.
