Yes it is.So is prostitution and doctor assisted deaths.

But most Dutch don't identify with Amsterdam. Dutch standards, family life, moral 
values, and even religion runs deep, and Amsterdam
is more Internationalised now than ever.The architecture and the place itself is 
Dutch, but almost nothing else is very
representative.

Up to last year there has been a strong push by the Dutch government to end legalised 
prostitution and Cannabis ever since 9/11. 
I don't think they were successful though.
