We had a major terrorist attack and a small scale invasion of Afghanistan to iradicate 
terrorists both which served as justified reasons for increased spending.  Bush then 
opted to spend unforseen billions of dollars and thousands of lives unjustifiably 
invading Iraq.  That was a leadership decision and a leadership problem.
