This depends on where you draw the line for responsibility. If you start tracing back from the 19 terrorists that day, for direct responsibility, I think you end up back at Osama Bin Laden. Perhaps the line of direct resonsibility ends there.
The current administration, however, and this "significant portion of the population" that you talk about here, seems to be extending a sort of "indirect responsibility" to states that either actively, or passively, supported terrorist groups that have anti-American aims. (Iraq was the only state to release a statement supporting the actions of 9/11 in the days immediately following.)
