Actually, I had them set at the Local Folder level.
Not really tied to any account. That is what my problem 
was.

As soon as I recreated the rules for the given account, it
processed them just fine.

I'm taking a stab in the dark here because I don't hae two seperate
accounts.  But when you created the filters did you make sure you did
Filters for: "account_name", correctly?
